Who Needs to Register?

Registration is required for any EU, EEA, or Swiss citizen who intends to remain in Cyprus for more than 3 months. Failure to register within 4 months of arrival may result in administrative penalties and can cause difficulties with banks, employers, and public services.

EU Citizens Working in Cyprus

Employer's confirmation of engagement is required.

EU Citizens Retiring to Cyprus

Must demonstrate sufficient financial resources. Automatic GESY access as MEU1 holders.

EU Citizens Studying in Cyprus

Proof of enrolment and sufficient funds required.

Non-EU Family Members

Spouses, dependent children under 21, and financially dependent parents must apply for the MEU2 residence card.

How the Process Works.

  • Arrival and Appointment Booking

    Must apply within 4 months. Appointments at the local Immigration Unit must be booked in advance — waiting times can be several weeks. We book appointments on behalf of our clients.

    Document Preparation

    All documents gathered and prepared. Foreign documents must be apostilled and officially translated. Rental agreements must be certified by the Mukhtar and stamped by the Tax Office. We manage this.

    Application Submitted in Person

    Submitted at the local Immigration Unit. A photograph is taken digitally at the office — no passport photos required in advance. Government fee of €20 per applicant.

    MEU1 Issued (EU Citizens)

    Typically issued within a few days to several weeks. No expiry date.

    MEU2 Processed (Non-EU Family Members)

    Forwarded to the CRMD in Nicosia. Typically takes 6 to 7 months. Applicant receives a receipt allowing them to remain in Cyprus and re-enter during processing.

    Legal residency formalised. Full work rights, GESY access, banking, and education. MEU1 has no expiry. MEU2 valid for 5 years.


  • After 5 Years MEU3 — Permanent Certificate

    After 5 years of continuous legal residence, apply for the MEU3 Permanent Residence Certificate —
    which does not expire.


  • After Long-Term Residence Cyprus Citizenship

    Citizenship may become available, subject to physical presence, language, and other eligibility criteria.

New Cyprus tax residents with employment income above €100,000/year may qualify for a 50% income tax exemption for the first 10 years.

Common Questions.

  • Do I have to register if I am an EU citizen?
    Yes. EU, EEA, and Swiss citizens who intend to remain in Cyprus for more than 3 months are legally required to register within 4 months of arrival. The government fee is only €20 and the MEU1 has no expiry once issued.
  • How long does the MEU1 take?
    Typically a few days to several weeks once the appointment has been attended and all documents are in order. The main variable is the waiting time for an appointment — which can be several weeks. We book early on behalf of our clients.
  • How long does the MEU2 take for my non-EU spouse?

    Typically 6 to 7 months. Once submitted, your spouse receives a receipt allowing them to remain in Cyprus and re-enter during processing. The biometric card is mailed once approved.

  • Does the MEU1 expire?

    No. The MEU1 Yellow Slip for EU citizens does not expire. The MEU2 is valid for 5 years and must be renewed upon expiry.

  • I am a UK citizen — does this apply to me?

    It depends. UK citizens who held a valid MEU1, MEU2, or MEU3 before 31 December 2020 retain their rights. UK nationals arriving after this date should explore the Pink Slip or other pathways. We advise on the best available option during the free consultation.
